8:45 this is actually 100% true. FIA knew Ferrari was exploiting some cheeky solution. The main suspicions towards Ferrari were the use of oil, the manipulation of flow meter readings and the use of electricity in excess of the regulations. FIA then provided a statement: "The FIA announces that, after thorough technical investigations, it has concluded its analysis of the operation of the Scuderia Ferrari Formula 1 Power Unit and reached a settlement with the team. The specifics of the agreement will remain between the parties. The FIA and Scuderia Ferrari have agreed to a number of technical commitments that will improve the monitoring of all Formula 1 Power Units for forthcoming championship seasons as well as assist the FIA in other regulatory duties in Formula 1 and in its research activities on carbon emissions and sustainable fuels." The fact FIA had to provide a statement and took an implicit agreement with Ferrari combined with abrupt performance loss (even though engine regulations haven't changed) point to only one conclusion and it was a common knowledge amongst F1 experts at the time. The reason why the engine has not been declared illegal was the technical complexity of the power unit and FIA's inability to understand how the Ferrari PU works by themselves but it was visible that something was not right in the engine construction. So they made an agreement in which Ferrari explained to the FIA how their engine works but they'd have to withdraw this engine specification without further fuss.

I myself am deeply into F1 since 2005, I also know a guy with permanent F1 accreditation who works as a journalist in the paddock since 1996 and I can tell you, such agreements and various steps made behind closed doors by F1 officials are more common in F1 than you could ever imagine, especialy in Bernie Ecclestone's era. And it's going on on all levels, starting from sponsor deals, technical regulations changes, race calendar, marketing strategy, ending with drivers contracts etc. And a lot of the time those things are tied and interact with each other. People tend to forget or are not aware of how internaly political this sport is

Keep in mind that the engine does make a difference, but it's more about the car being quick rather than the engine. AlfaRomeo and Haas both have Ferrari engines and yet they are not competitive at all bc their car isn't quick enough. Same with RedBull - AlphaTauri and also Mercedes - Aston Martin. At the moment the only engine that is used by just one team is the renault engine inside the alpine.

And the biggest factor in the performance is how well the engine works with the chasis and transmission. Factory teams will always have an edge over the customer teams in that aspect because they are the ones who know the optimal conditions for the PU performance and the engine i specifically build for their car

it is absolutely true they made a secret deal, or it was more an agreement that wasn't publically disclosed. Everyone kinda figured out Ferrari had found loopholes or ways around the rules but it couldn't be proven in a court, its pretty obvious though that their was no penalty in terms of points or a fine but they were definintely down on power in 2020 like their engine was pegged back the same amount it had illegally found. I believe Mika Salo who is a driver steward said on a podcast that the Ferrari engine had less fuel flow than the rest that year, the area they were believed to be exploiting

This has absolutely nothing to do with the engine. This is solely based upon how the car is set up. If they wanted to, they could go 400 km/h. But they dont want to. Because that means losing TONS of downforce for the corners, since downforce = drag, costing them a lot of lap time, therefore less top speed is optimal. The creator of this video clealrly knows nothing about F1. :D

Well Ferrari did exploit weakness in FIA fuel flow sensor. Ferrari used more than allowed fuel when sensor was not measuring. Such microsecond accuracy and huge effort to cheat. FIA did not want to tell how they did it and maybe that was why it was a secret deal.

The 2019 engine was weird since they exploited some “LOOPHOLES” and nobody really knows what they did but the engine was never actually declared illegal because of the complexity of the engine and the FIA really didn’t know how their engine worked but Ferrari did have to stop using the engine so until this day there’s questions about their legality

ferrari *did* actually have a "secret agreement" with the FIA at the end of 2019/early 2020, but the secret part was the details of what the deal actually was for, the deal itself is known to have happened and even has a news page on the F1 website

it rained during qualifying in that race and lewis pulled out an incredible last gasp lap to take pole by more than 7 tenths. funny, it only rained during q3 and stopped immediately after the session ended.

FIA couldn't prove that Ferrari had a illegal engine hence the secret deal i think . im not sure but i think the 2019 engine was illegal due to Ferrari tricking its fuel flow sensor hence why FIA couldn't prove it was illegal as the sensor would have said everything was normal to the FIA

The 2019 ferrari was super strog on tracks like spa and monza but struggled massivly on tracks with alot of corners like monaco or hungary. The mercedes was better throughout the season where as the ferrari was better for 2 or 3 races.

comparing straight line speed to judge the engine without taking into account the car setup is a horrible approach, if anything setup makes a bigger difference for peak straight line speed than the engine, look at williams having the fastest straight line speed even now that mercedes' engine is weeker than ferrari and honda

Vettel was faster in qualifying 2 of 2018 but it started to rain in q3. Also Vettel in 2018 and 2019 was nowhere near as good as he was in 2017 or 2015. 2017 Ferrari overall was inferior to the Mercedes but Vettel was a beast that year. 2018 They were just as good as Mercedes but Vettel and the team started to make mistakes halfway through. 2019 The engine was incredible, but the car itself wasn't very good. Tire wear was much worse vs Mercedes and weren't as fast in the corners.

Engine powe is not the biggest thing in F1 , wiliams used Mercedes engines they where at the back its how you put the power to the wheels airo dynamics down force . are important engine power can do only so much . Ferari has 16 constructor titles. that is the number 2 and number 3 spots combined . ferari has 239 wins 236 pole positions. none of the other teams come close. and this was including an era that only gave the first 6 cars to finish points. and much fewer races than we have to day.

Ferrari didn't win the title because Vettel was just not driving well... Too many mistakes. Also Mercedes would close the gap to them, and were even faster than Ferrari by the halfway point of the season. Basically, Ferrari couldn't capitalize on the advantage they had. They couldn't make a large enough points difference between themselves and Mercedes in the first half of the season.

Bro... engines have very little overall impact on lap time, its all about areo and car set up. The 2019 ferrari was insanely fast in a straight line (untill the FIA got some more sensors on the engine to check if it was legal - at which point all their speed "magically"" disappeared ) but it was still FAR slower in corners and much less reliable compared to the mercedes.
