Most characters in the series are based on people Peter Kay has met. Keith Laird was well known in around our parts because of his attitude and seriousness towards fire safety, though the dog part is completely false and led to the controversy as everyone knew who the character Keith Lard was based off. One of the best one's still to come is in series 2 with Sammy the Snake during a fun day.

Peter Kay always denied that Keith Lard was based on the real life Keith Laird, but what are the chances of a fire officer with that name, being from Peter's home town? The 'You can walk' comment from Clinton Baptiste refers to a dropped running gag where Brian could walk and was faking his disability (possibly as part of a social security scam; I think possibly in the original script that's where he gets the money to pay for the Cadillac which is a mystery that's commented on but left unresolved in the broadcast version). There's also a scene in episode 1 where he transfers from a mobility scooter to a wheelchair seemingly unaided that's another leftover element. The pilot, which was part of That Peter Kay Thing, was very clear that Brian was faking his injury; you see him stand up out of the wheelchair when he sees the club on fire. But they dropped the idea for the series and edited out the parts that referred to it except those two very minor things. Probably they thought it would make Brian too unlikeable.

Correct. The "fire kills in minutes, smoke kills in seconds" line was used by Keith Laird in his talks and had appeared in an article about him in a local paper. It was obvious Peter Kay had seen it and got the idea of basing his character on Laird. That was crucial evidence that led to Peter Kay losing the court case and having to issue the apology and pay compensation. Much as I like Peter you have to sympathise with Keith's point of view - it wouldn't be especially funny to have people sniggering behind your back, calling you 'Dogtanion' and singing Disco Inferno when you walk into a room. You'd be in a situation where people might not take you seriously anymore and your job would become untenable. it's easy to laugh about it when it's not your livelihood at stake.
