How the heck did a nearby rooftop be without an officer on it, either literally or otherwise? When a deficiency exists in your zones that you can't eliminate, I heard you are supposed to mitigate the risk. For example, you can't "man" a roof, have it under surveillance. I am alarmed that this was even possible.
