If not by the “sandstorm is not a weather” thing, at least for competitive there should be one. Let’s say Castform changes form according to the available weathers _in the Pokémon games_ Think about Forecast not only changing Castform’s typing, but also being like Prankster restricted to Sunny Day, Rain Dance, Hail/Snowscape, and Sandstorm. With it’s stats unchanged, but having priority on changing the weather, you could have 3 type options for your mandatory Weather Ball on singles and doubles. And yeah, why not doing something for Desolate Land, Primordial Sea, and Delta Stream? Since these are not the same as the ordinary weathers, it would make sense that Castform would be affected in some way. Maybe boosting its stats by 1.2 each under these weathers, and giving it the flying type to its form and the Weather Ball.

The actual reason there is no Sandstorm Castform is because even though Castform is a water molecule, it's name has the word cast and it's gimmick is the weather. It's ability is even called Forecast. While sunny, hail and rain are weathers, a sandstorm is actually a natural disaster and not a weather. That's why Castform won't get a sandstorm form.

I think, maybe, the Castform thing was lost in translation in the design process. Having a Sunny, Rainy and Hail form seems to have more to do with states of matter: sunny is steam, therefore generates heat = Fire Rainy is liquid = water Hail is the solid state, where intermolecular forces are stronger and maintain the structure = ice I'm not saying it's canonical, but maybe it was left in a draft and later they incorporated sand and preferred not to rethink the concept.

The water cycle isn't just how much water is in the air. The steps are: the sun evaporates water which rises into the air, then forms into clouds which produce rain and hail. So a sandstorm form would be awesome, but it wouldn't make thematic sense with how the other weather forms are designed
