I've always seen Discord's motivation as being 'what can I do to be more entertained right now?' so in that way he doesn't usually plan long-term. The thing with the Plunder Seeds turned long-term as an unforeseen consequence of Plot, but otherwise it would have taken effect immediately. Post-reformation, Discord's motivation seems to be 'what can I do to entertain myself that Fluttershy and the rest will let me get away with?' That said, he has helped out more than he's hindered -- apart from getting everypony's magic stolen, but he probably had some idea that it'd get fixed. Ugh, what? Why do so many people seem to have such huge problems with personal opinions and preferences. For example, my favourite ship of canon characters would be Big Mac an Fluttershy, but I just don't see Celestia and Discord, although it would make sense to pair two immortals together. Raymond E. Feist did it with Pug and Miranda, so why not Celestia and Discord, assuming they have a flame to kindle.

You should check out the audio drama bride of discord. Sounds like a ship fic, I know, and it kinda is, but it's well written, has much emotional value, and has much of a beauty and the beast feel to it. Keep in mind, in that fic, Keep Calm and Flutter on never happened, even though the rest of season 3 did. Just to avoid some confusion. Not that the writer didn't like that episode, because she said she loved it, but its existence wouldn't make sense within the context of the story. Even if you don't like the pairing in question, you should check it out.
