With a budget cap there aren't really circuit specific wings any more. There are high down force and low drag set ups at the extremes and two or three wing varieties between max down force and Min drag. There are tracks where the perfect choice may sit between two specs of wings. In this instance it comes down to car set up and flap angles. Your right the floor makes most of the downforce. But any wing = drag so reducing this is a big gain.

There is no doubt in my mind that the floor of the McLaren is doing all kinds of flip flopping around, the big difference is, that can not be captured on camera. Speed like that doesn't just come from the rear wing but the whole package.
