Yes, you can turn on the motion blur option in the renderer 3D node, which applies the effect to motions of all elements in you 3D comp.

Same issue I am using resolve on iPad.but able to freely navigate through the 3d space.

I use a regular 3-button mouse on Mac, and I can hold the middle button to pan around, hold both middle and left button to zoom in/out, or hold middle and right button to rotate the 3D viewer.

Unfortunately it doesn't support that natively, I believe there are 3rd party plugins that can do that, you can google it.
