The problem on the USB C test is because the devices you are charging is already at 80% above which most likely if almost full would lower the charging rate. On the iPhone i think it was already on the trickle when you moved from A to A to C.

I believe the iPhone draws less current when charging between 80 and 100% in order to increase battery longevity. You may find charging a nearly depleted battery a better test of the charger’s USB-C power delivery capabilities.

Yes, it’s the full power you would get from a standard outlet.

The iPhone battery has 80%, and this is normal for the charger’s capacity to drop. Recheck it when its charge is less than 20
