There's been alot of megaman romhack videos, but not one of them mention Rockman CX. It's pretty new but it's crazy so many people missed it, it does stuff I thought impossible for romhacks. You can call in Quickman and PLAY AS him for the level, the boss Cheatman switches healthbars with you when he's low, there's a Castlevania 3 stage where you play it again in reverse with Quickman, and the final boss plays like Yoshi's island final boss. It's nuts.

I'm surprised that you didn't touch on the "Mega Maker" game... It is a fangame that basically is Mario Maker, but Megaman! It even has online compatibility, where you can play and upload other levels, just like the Mario counterpart! If you get the chance, I think you should really check it out. It is being constantly updated, and is really well done!

I would disagree, enemies, and ESPECIALLY bosses are extremely difficult to edit in romhacks, and that's where a lot of the Mega Man appeal comes in. If you play ten different Mega Man 2 hacks, you've essentially fought the same bosses ten times each.

I've actually followed updates for Rockman 8 FC for a very long time and tinkered with 7 FC mods (they stopped developing Rockman 7 FC around 2009 I think, releasing the final build), and it seems like the crew behind those games *_did_* make sprites for the entirety of Rockman & Forte (Megaman & Bass), but they said they're not planning on turning them into actual games. The only reason I know about its existence is that I went out of my way to try and find sprites to add into Rockman 7 FC mods.

You should try Mega Man CX, a hack where Dr. Wily makes an ant-Mega Man and fights Dr. Light's 8 robot masters, but the coolest part is that it's super fast paced, like you have a MACHINE GUN as a default weapon, and Mega Man X controls. The nice part is that the 8 robot masters are characters from other franchises like Bomberman, Mario, or even Whispy Woods! Two of them are OCs though, but they aren't super cringy. One of which is call Cheat Man, and the fight against him is if your fighting a hacker, cause he can either A. Make half the arena disappear B. Teleport or C. Heal a bit of health
