The majority of shutdowns for public health were under Trump. Not because he wanted it. They were mostly at the state level, by state governors trying to protect their people. Trump complained and threatened to cut off federal funding to the states for protecting their people form his inept handling of the pandemic. The lockdowns were all over by the 6th month of Biden's administration. So far it's always been the GOP shutting down the government by refusing to pass budgets every time the Dems are in office.
