I know this is six months late, but it was explained in the story that the wannabe section chief blamed Keichi for several mistakes and intentionally deleted records of his accomplishments. It was just a paperwork failure by the department head to pass Sato over for the promotion, and the other guy was lucky that deleting important files wasn't immediately noticed before he blabbed his mouth.

How does someone steal a promotion right from under the CEO's nose who also works in the same building as all the staff and who also put the MC forward to have the promotion? how did she not even hear a single thing at all about Masato some how getting it in place of the MC. then surely after the CEO themselves in person hear Masato openly speaking about deleting the work files of another employee to sabtage them (which could be very damaging to a companys reputation if it was important files), so how the hell did the CEO not instant dismissed him from a job (at least while an full investigation was done) but instead let them continue for a whole week before the merge. she even let him keep his job after the department merge.
