Trooper's Narrative:
On December 16, 2023, I Trooper First Class Tyler Nelson was sitting in the median near the 10-mile marker when I observed
a black Chrysler 200 pass me in the westbound lanes. The Chrysler made a lane change from the left lane to the right lane
without using a turn signal. I initiated a traffic stop on the vehicle near the 8-mile marker and the vehicle sped up and fled west.
I notified Troop H Communications that the vehicle was fleeing. Sergeant Roy Moomey was traveling next to me in the left lane
and took over as the primary unit as the suspect merged into the left lane. The vehicle merged onto Interstate 540 southbound
towards Fort Smith and the occupants in the vehicle began throwing small baggies outside the vehicle onto the roadway. The
driver of the vehicle began passing other vehicles on the shoulder of the Interstate at a high rate of speed.
Near the 3-mile marker southbound, the suspect passed vehicles in the grass median. The suspect vehicle traveled onto the
Arkansas River Bridge. A black backpack was thrown from the vehicle onto the bridge by one of the occupants. Corporal Matt
Price performed a Tactical Vehicle Intervention (TVI) with his unit on the driver's side of the suspect vehicle while the suspect
was driving at low speeds. This ended the pursuit on the bridge and the suspects were ordered out of the vehicle and placed
under arrest. The backpack was located by Trooper Caleb Dobbins on the right shoulder of the bridge.
Inside the black backpack, a vacuum-sealed black baggie with three separate Ziploc bags was located. Inside those Ziploc
bags was a green leafy-like substance consistent with marijuana weighing approximately 226 grams. Also inside the backpack
was a Ziploc bag with a crystalline substance consistent with methamphetamine inside weighing approximately 446 grams.
Anthony Brownotter was identified as the driver of the suspect vehicle. Jasmine Paige
was the front seat passenger and Joshua Shepard was the back seat passenger. All three suspects in the
vehicle were advised of their Miranda Rights. None of them advised the suspected narcotics were theirs. A small clear baggie
of suspected methamphetamine was located outside the vehicle on the roadway next to the suspect vehicle and a small clear
baggie of suspected marijuana was located in the backpack.
All three suspects were transported to the Crawford County Detention Center where they were turned over to the on-duty staff.
The vehicle was towed by Whites Towing Service.
Cpl. Price's patrol unit suffered damage during the TVI on the passenger side and the suspect vehicle suffered damage to the
driver and passenger side.
