The big contrast between Arlecchino and the previous Knave is that she was Caring and Kind but in reality cruel and sadistic. Arlecchino, on the other hand, is cold and strict but deep inside everything she does is for the sake of the House of the Hearth. Considering her HI3 counterpart (and literal same Jp VA) is Natasha, no wonder she cares so deeply for her children.

Slight correction, they don't share the same jp voice actor. Kobayashi Sanae is Natasha's VA in HI3, and Arlecchino's is Nanako Mori. But yeah, ever since we saw that outfit she wore in the 3.1 flashback when she attacked Furina for the gnosis, it's been pretty clear to me that they are counterparts, while maybe not exact expys like Mei and Ei or Nahida and Teresa

No, the anime is a different project. If this was produced by ufotable they would have put the logo on the video. This one was produced by hoyo's in-house animation team (the same ones that produce honkai impact 3rd animated shorts)
