When I was religious, I attributed everything to biblical prophecy, while acknowledging the role of human agency, so now I wonder, listening to the Islamic lady tell her experience - if she also frames things in terms of her religious beliefs. Does she think this is god's will or simply the byproduct of human activity?

The same problem in Metro Manila areas also. In, my opinion Indonesian government should be strict in construction of high rise building at low lying areas of Jakarta and other infrastructure to reduce the weight at underlying strata. Construct pumping stations around the city.
