The government is trying to make broad, sweeping changes that will kick disabled people off the scheme and cut critical supports. All on the premise that the scheme is being ‘weaponised by crooks’.
This week we learnt that Minister Shorten spent $400k on focus groups, testing messages about how to get away with cuts to the NDIS.
Here we see the results of that polling play out in real time: claims of absurd fraud and wild “examplars” presented with no data to back them up.
And why? To frighten MPs into voting for a bill that will cut the NDIS and harm disabled people.

Thank you for trying to make Australia politics and the NDIA more direct and transparent. It is a shame that you asking direct questions is treated as being rude and trying to debate when you are simply and reasonably asking for the details of the data of the claims they make. They wonder why the Australian public doesn't trust them - its because all they ever give are evasive vague non-response responses. The stonewalling and the gaslighting saying the question you asked is problematic shows just how problematic Australia politics and the NDIA are. Oh wait, maybe he is right, it is problematic because he has no data to backup the claims?? There should be no problem or issue with sharing that information with the public. If they're going to publicly make such claims they need to make sure they have the data to prove it.

They also haven’t released the findings from the royal commission or recommendations for adaption in parliament (because they don’t want to do it). The government doesn’t like to engage with the community except on their terms. But your comment nails it; thank you!

I'm sick of how these kids with invented problems get all this funding. My niece drives and has two working arms and legs, can look after herself fully, but my aunt has got her all this NDIS crap and claims she's disabled. She's not disabled at all, she just needs a good yelling at every now and then when she's being lazy or rude.

I don't know what your aunt is on NDIS for but they only approve people onto it if their medical evidence can demonstrate the condition/s are permanent, either all treatment options have been exhausted or no known treatments that significantly improve functioning. Maybe consider yourself fortunate enough to not understand from personal experience what being disabled can be like but don't judge something you clearly don't understand. Just because someone on the outside might look okay doesn't make that the reality - there are many invisible disabilities out there. Maybe instead of judging your aunt, you create a conversation with her and ask questions to better understand what her experience is. And if you don't want to do that then at least don't speak about something you don't know personally and stay away from her if all you're going to do is judge her.

They also show once again how easily they fall for false propaganda being spread in compromised media, to create the programme of hatred towards the disabled participants rather than the corrupt providers and aide suppliers who are the ones actually profiting - and of course they want to distract away from the inept ministers and executives at the helm of this programme who refuse to be accountable for the ongoing failures let alone have the capacity to begin fixing the problems. It’s much easier to tell the public all these fake disabled people are getting hundreds of thousands of dollars for holidays and mortgages 😂

No we don't. I worked in the sector, and I met a lot of participants. Most were underusing their plans because they were scared of misusing it. Of those "misusing" their plans, most were doing so because they did not know better (and typically, were using it for things that the NDIS does fund, just not in that particular circumstance or reason). Outright or deliberate fraud was rare, and generally, was done by dodgy service providers or criminal rackets, not by the participants themselves.

Thank you Senator Steele for bringing clarity to these claims that disabled people are misusing funds. It’s ridiculous, it’s difficult enough to get proper funding. Most of us would never misuse the system that makes lives worth living and provides critical supports. We don’t get any holidays, funded or otherwise. That is the reality of ordinary NDIS participants and their carers in a cost of living crises and still having many ongoing unmet needs and difficulties in life. Most of those abusing the system would be providers that have set up businesses to profit from the system.

Normal people don't have to have someone else feed them. Normal people don't have to have someone else reposition them in their bed every hour so that they don't develop pressure sores that go into sepsis. Normal people don't need to pay the wages for someone else to provide these and other basic personal care needs. The few people with large plans (the majority of NDIS funding is used by about 5-10% of the total number of NDIS participants) have those plans because the level of support they need is huge, and hiring people to provide that support is expensive. Not providing that support is often fatal. It's an expense that the average Australian and their family both cannot afford and never incurs, and the actual participant themselves doesn't earn a cent from those funds - it's ALL for their disability needs not for their general spending. While there will always be a small percentage of people doing the wrong thing, that applies across the *whole* of society. Some people don't pay their taxes, some people steal items from shops, some people embezzle funds from banks/insurance/etc. When we catch the individuals doing these crimes, they get punished - and that extends to doing them within the NDIS as well. We don't punish every other person in society for the actions of those few - and the same should likewise extend to those on the NDIS as well.

If your problem has the magic tick-in-the-box you get assistance, if not, you don't! How did you feel before the NDIS was introduced? That is how people who's problems are ignored feel now. Over 10 people a day kill themselves in Australia, because they do not get the assistance they require. Yet billions of dollars is made available to others. You have problems, I have problems, everyone of us problems. Some of us get help, others don't. Your ability to cope with a problem is not simply related to how someone else assesses the severity of the problem.

Everyone knows there’s rorting going on and problems with it. But if you hold the position he does and make such a wild claim about Disablity community please substantiate it with actual proof. It’s all about optics and they make claims but I would hope it would be the like Jordan says, the minority. And again, we agree with address it; but the first step in addressing it is understanding the details and they only ever seem to want to “take it under advisement”

Great questions and retort Honorable Senator. I as a disabled person I am disgusted by short blind answers to these important questions. I find it hard to believe that the NDIS provides any service without a itemised receipt as they themselves make it so difficult to participate in the scheme that I as a person who has a physical disability with doctors and specialists reports can not access the service because they make it to difficult. In fact I think I'm doing better without it just because I don't have to worry about their BS.

I sat with a provider with bruised collarbone and lump on my head, injuries from behaviour issues with my profoundly impaired son, listened to how they were here to "protect us", and help me organise more support. They kept setting up all these meetings but nothing happened except for one worker who had no experience, didn't do personal care - presumed I would do it while he got payed, meanwhile they were busy gorging themselves on my son's plan, charging $200ph each for them and their friends to cone to meetings, while I was up all night getting beaten up or cleaning up. NDIS response was to whinge about how much laundry and cleaning funding we had used during what ended up being a health crisis for my son. The system and the providers are psychopathic, they are inciting hate against people with disability and their families, I am frightened about the level of hate being expressed in the media

"immature system" is not a valid excuse. If i was claiming benefits from a system i know nothing about and get it wrong, "Immature experience" is not a valid excuse. I worked in the community sector for a few years and I can say first hand that the amount of scandal some of these providers get up to and when you look at who is on the boards and chair the whole system is a money pit to provide from the government needs serious investigation have a look at the financial reports with these organisations and you’ll see that. It’s funny these organisations call themselves non for profit haha they need to look at system comes down to the dollar. I mean one organisation was tell me to put it down on the data and charge participants for conversation. I thought that would just be part of the job but they said no charge for this charge for that in top of the quarter million package per year per person! Yeah gets you thinking

He's lying. It's not an allowance, you can't claim a single thing or service without a receipt & ABN number. I know a boy in a wheelchair that is still fighting to get a wheelchair ramp bc the staff have no clue what his disability is AND he has letters from physiotherapist & OT which is extra costs.

The payments made to the 610,500 participants also have substantial administrative costs. So in the example the public servant for the agency gave of a person on a $480,000 per year plan you have a scheme that will bankrupt the country.

I have two points to share. One is that you are right, putting such bold and egregious claims into the public domain has indeed been harmful. I am now seeing people calling for the euthanasia and death of disabled people because "tax payers should not be giving them so much money". I had to get off social media this morning because I was so upset that people are now publicly chanting for our deaths. This was started by Labor think tanking how to get participants and the public to agree to cut plans. We all know the main cost blowouts are providers massively rorting money meant to pay for supports and the government paying lawyers to stop people accessing basic supports at the AAT. My other point is about holidays. As a participant who enjoys rules and legislation (thanks to my autism) I am well aware holidays are not allowed. It makes me angry to providers say the opposite. I have contacted Qld Quality and Safeguards to report a lady telling participants they can use their plans for holidays. After educating the woman, she blatantly said she would keep doing it, so I tried to report her. The SUPERVISOR of Qld QSC told me "Yes holidays are allowed". I was shocked and educated her on the rules and told her I was disgusted with her putting participants at risk of massive personal debt because she doesn't know how to do her job. I told her Daniel who worked there knew the rules and she should learn from him. She quickly transferred my call to Daniel, who listened to my concerns, confirmed that holidays are not allowed and contacted the provider to educate them around holidays. Daniel was always ethical, educated, diligent and a pleasure to deal with when it came to provider issues. What got me was that a QSC supervisor, of all people, was telling participants to commit fraud. Revolting. Daniel left unfortunately, but I understand why in that toxic environment.

Anyone that thinks NDIS is a hole that tax dollars fall into, has no clue who it actually supports or why. As a carer of a disabled person, please don’t punish the people like us who do the right thing and greatly appreciate what we get because of a few bad apples. Also I don’t understand how one could buy alcohol or pay their mortgage off? The money is in the plan, it’s not just given as cash.

The ndia is lying 🤥 there is no way a mortgage can be paid from a plan ! If it did happen it would be the provider doing the lying & mis appropriation of funds not the participant ! Same goes for buying alcohol & paying rates . Why is this ndia head able to incorrectly say it’s the disabled person mis using funds ! The plan manager is the acc gate keeper not the participant

Chair. We the PWD are targeted with these accusations constantly. It’s extremely distressing to be out in the community having lay people confront us with these accusations. It’s a real affront. I shouldn’t be anxious about being out and about in the community only to hear that I’m one of those participants that “Get Everything” I don’t.

If you claim for something inconsistent with your plan you are denied. Providers are taking holidays by getting paid big money to support clients who have to pay their & their support workers costs.

I hear claims and accusations by the broader public. Aimed at me because I’m obviously physically disabled. If they have proof of these claims and accusations to report it to the NDIA commission. They don’t! They just want to aim these accusations at me.

I’d like those answers. No I don’t claim alcohol. Rarely do I have a drink and if I do I pay for it myself. I pay all of my own bills. Most of its hearsay and unproven. Argh!

This is a absolute disgrace!!! As a NDIS Participant myself I have established my own Individual Governance System for my Care Plan and Funding Budget which assist's me to effectively oversee the operation of my Support Network, notably I've offered my Individual Governance System to the NDIA as a Resource for Participants and the NDIA hasn't had the initiative to accept my offer!!!

How is this crap happening, why are there systems involved that are not put through a basic structure check of having an abn or based on used funds not allocated funds. So how many providers are being paid by this scheme that are not paying the so called clients. This needs to be shut down. Fix it then start it up again. Or atleast bring in a function that includes verification on the provider. Another case of the government doing things by half. What a waist

What kind of a tanny was that from Senator Steele-John? Everyone in the country knows of at least one person rorting the NDIS. Be it people on senator salaries still claiming NDIS funds, or others. I know a practicing physician who makes mid 6 figures from work, hides her pay in a trust for her cat so she pays no taxes, then claims NDIS for a brain injury that apparently leaves her unable to do simple tasks for herself that she's never had to substantiate and again is a practicing aphra registered doctor with prescribing rights. She takes that NDIS money (also mid 6 digits) and pays ridiculous amounts to her friend and roommate who then gives her back 90% of it which she puts in that same trust in her cats name. And because it's all going into this trust, on paper she has no income so she also claims a centrelink payment for disability that she's again never had to substantiate. I've contacted aphra, ndia and centrelink about it, and whilst all of them agree she is rorting, none of them feel they can do anything to stop it. 😂 She occasionally uses those NDIS funds to buy alcohol for the record Senator Steele-John. I also know a woman who rents houses off the open rental market then subleases them to the intellectually disabled. She takes all of their housing from their NDIS plan as a non-refundable "deposit" (not bond) and then takes 90% of their disability payment each fortnight, leaving them with less than $100 for living expenses including food for the fortnight. She then hires random people off the street to be "carers" who actually do nothing then takes the entire assistance package from their ndis plan. NDIA apparently can't do anything about that one either. I have a friend who is a registered NDIS provider who has hundreds of stories about people openly rorting the system. The NDIS has nothing to do with disability. It's just an open slush fund for the morally bankrupt to rip off the taxpayer. It should be completely abolished and disability services returned to the states for internal deployment like it used to be. The creation of the NDIS was an even bigger mistake than selling telstra or creating the nbn.

NDIA and NDIS should both be abolished. Medicare should have extra funding to help those with actual proper physical life impacting disabilities. Im sick of paying for fat lazy people to get their houses cleaned, or yards mowed.
