Rolling blackouts already exist, and in places where people have gone through something like that, food scarcity isn't a concern. If, for some reason, you think the rolling blackouts would last long enough for it to have an impact on food scarcity (spoiler, it'd be MONTHS and MONTHS and MONTHS), then you really need to take a step back and rethink that.
