Just Words: Do We Control Language or Does Language Control Us?

My favorite kind of poetry is memorable, discernable, elegant, and precise. I think some poems are wordy and too long, not directed to a wider audience. Some are vague and vulgar which disturb me.

I ask myself, who determines the best poetry? For instance, I've struggled to read raw, vague and somewhat obscene poems and wondered why they were deemed academically, approved for top-of-line publications. I prefer elegance, simplicity, and widely admired works.
