The Assassins are one of the Imperium's most useful tools. They are a hidden dagger used to destroy threats when subtlety or specific talents are required, or when invasion or bombardment aren't options. By definition, a threat is anything that can cause death and destruction. And without them, there would still be wars (which by definition are conflicts). First of all, because assassins are used to create strife and confusion and to start conflicts, not just to end or prevent them. And less wars is an infinitesimally marginal amount when the majority of the galaxy is in a constant state of war. You could say the exact same thing about waging or winning a war; by doing so, there might be less wars.

Fun fact: Acccording the old lore, while most assassins could be male or female, the Callidus assassins are almost entirely female. In one side, this is because women are more efficient than men in disguise and deception techniques, and also the natural flexibility of female anatomy is, apparently, more compatible with the effects of the polimorphine.

There is actually one temple focusing on machinary, data hacking, electronic disruption and sabotage. He didn't mention it, but Vanus temple does specialize in this type of things, if looking at its datasheet on horus heresy tabletop game.

A vindicare once waited at the same place for the target for 10 years because there was no other intel on where to find the target and it did take a decade but the target did arrive and was killed. Vindicares arent scary cause they shoot good; Astartes are super human accurate, Skittarai are machine accurate and Vindicares are non enhanced baseline humans- vindicares are scary because of their trained resolve.
