Neither, actually! It's one of the short films displayed at the Kyoto Theater somewhere in the 2000s. For a while these were actually considered lost, but eventually someone found a way to recover it. I just decided to upload the clips here. Also, I too don't understand Japanese. But from I understand and what I've read on Tezuka's website, it's basically about a dystopian future where humans were kicked off of Earth by the rogue environmental robot who saw the destruction they were causing. Atom has been long deactivated in this timeline, so he was very surprised to see what had happened since he'd been out. That's the summary of it, anyways.
