Judging by the numbers, I am pretty sure they are counting any gun without a readable serial number as a ghost gun (that is what they usually do to try to make home made weapons seem bad) when pressed for a distinction it usually comes out that less than a percent are actually home made. Criminals are idiots, and it takes some skill to make a reliable weapon. This is just another attempt to give gun control activists leverage to erode law abiding citizens rights, and like every other instance it will have near 0 positive effect. All this time, effort, and money should be directed at improving the mental health of this country. If we removed the "F" from the ATF and put that money into programs to help people not want to commit crimes in the first place I am sure there would be more people alive today.
