Hey uh I saw on um your video of how to upgrade people and I saw a invite recruits and I was wondering on how to do that cuz I could never find that

That's in Territory Recovery Mode. At your base, there will be a War Room in one of the buildings. In the building, there will be a cadet with a Wings of Freedom Points emblem above their head. If you talk to them and scroll through options, there should be "Recruit Volunteers" for 40 Wings of Freedom Points. There, you'll be given a random character.
