The laziest of lazy policing… even when Mr Domino is doing the job for him and giving him chances to de-escalate “hands behind my back for what? Did somebody call? Was there report I stole something? Do you know I work here? ..that this is my bike? What have I done?” Etc What a lazy lying POS cop. Mr Domino’s B- seems harsh too as he was definitely the grown up in that room! Can Mr Domino have his hanger back?

It seems to be the way of things now as disgusting as that is. Until ALL the citizens of this country start refusing to allow police officers to violate their rights this behavior is going to continue to escalate. Making officers pay law suit awards and the like is a great idea; betcha it wouldn’t take long for them to start spewing Inalienable rights if it was their own bank accounts getting hit.

Any settlement with the cop not losing his job was unjust. He admitted he had already pulled his tazer out, what a coward. Karen didn't tell the dispatcher that he DID steal something from HIS car, cop assumed he had as usual guilty til proven innocent, or the "investigation" had concluded that NO crime had been commited- as usual, shoot first, ask questions after you eff up. It doesn't seem to have taken very long to find out he was in his own car. Also as usual- karen sticking her nose in someone elses business where it shouldn't have been.

In theory yes. But if you are detained, you can not just turn your back and walk off until the police officer performs an investigation. Otherwise there would be chaos.

C and J if the arrest is bogus/illegal you have not committed a crime to charge some one with resisting arrests or detainment is pure malicious prosecution. Any one can see that this man did neither. Sounds like msromikee is a cop or a cop lover

Honestly he sounded scared to me from the start. I think he was just scared the whole time. Obviously that's not justification though, nobody who gets scared from just talking to someone he suspects to be a criminal should be a cop.

It's possible dispatch misunderstood that when she said "several doors" she meant several vehicles, remember the officer hasn't spoken to the "witness" he only knows what dispatch told him.

That's because he knows, even if he made a slip by letting us know that he knows, that if it ever came down to it that footage would be "lost" or "corrupted." True story. Just imagine why cops get offended when you record them with YOUR camera, while they literally have a body cam on them at all times ... they clearly don't have a problem with being recorded as long as they are the ones who own the footage of them.

@@kobe51 BS, whites also get brutalized, the difference is, is that the MSM isn't plastering this abuse of power all over their platforms, because it doesn't generate the same outrage, clicks and add revenue. Just for illustration, an anecdote: a homeless guy carrying 2 plastic bags full of crap is found to be trespassing on open land that is not gated off. He's compliant all the way, walks up to them arms half raised in the air, all of a sudden one of the cops unloads on him. Have you even heard of this, or seen it on the MSM? No, because he was a poor white dude. Where was his privilege? Instead of making it a race issue, how about band together to stop police brutality in general... Divided the brutes stand way stronger.

Also the abuse of power you are speaking of happens more often with African Americans, yes there are whites brutilized as well, but when a higher amount of a minority(Blacks) is bruitalized over the majority(Whites) that is a news story. White people being the larger population should technically be the ones more often brutalized by police, but for some reason Blacks are. How can you not address this disparity and point it out? We are all in danger from a more militarized police force, but some of us are getting it worse than others. To correct this for all means that we all benefit. Trying to downplay the brutality that black people face does not get the job done, nor does it protect everyone else. Once police treat everyone with the respect and dignity they should be afforded then maybe race becomes a moot point, until then it does matter. Being on the same side of an issue doesn't mean we all see that issue with the same eyes, nor are we all affected the same by that issue.

@@kobe51 white privilege is the knowledge and ability to cooperate with law enforcement during an investigation, while also having knowledge of their bill of rights. and also staying calm, and not escelating every situation with uncontrollable emotion. or maybe thats just most white people, i dunno i know why the dude got tased though and its not the color of his skin.

it's a legal loophole. you dont have to present ID unless suspected of a crime, but the officer doesn't have to inform you he plans on detaining you SOLELY to ID you if you are already suspected and at the terrystop state.(Basically the crazy ladies phonecall is enough to surpass the 'suspicion stage', and changes the rules for identification, BUT mark doesnt know the call was made) So you don't actually have to be informed that you have 'been suspected', and are required to present ID at that stage, but any normal person would do exactly as mark did, and ask why. So then at that stage once you are being detained only for identification purposes, if you resist(aka "ask why"), you are charged with resisting arrest, and presto, resist charge for made up crime. the officer could have legally detained him for nothing in jail for up to 48 hours if he didn't ID himself, because the ladies phonecall. It's important to understand what is wrong here is the power the phonecall gives the officer to escalate the situation as he sees fit, without the suspect being prepared for an escalated scenario.

Mack ~ Correct me if I’m wrong, but; they have to be arresting you for an articulable reason, before it’s even possible to commit “resisting arrest”. What you described amounts to obstruction at most. Honestly, until an officer explains that they are giving you a lawful order, and you’ll be arrested if you disobey, then any reasonable person (and the Supreme Court) assume cooperation is voluntary and the interaction is consensual.

@@837301 yes, but the distinction is that the officer is past a stage where identification is mandatory if you have been suspected. the irony here, is even if you dont identify, they still have to let you go, but the detainment itself is normally dramatic involving tasers and time in jail cells, so it's really at it's heart unconstitutional. the 'articulable reason' is literally they saw him rummaging through his own car, being detained itself is not implication of guilt, its that they need you to sit there until the plates are run, but the dysfunction is asking them about them investigation constantly amounts to 'resistance' in these scenarios. people get tazed for this specific scenario CONSTANTLY. it pisses me off. the terry laws also give the officer motivation to literally not tell you why you are being detained. the idea is if you tell a thug he is under investigation for theft he will pull out the gun immediately, the protocol of someone already suspected is to COMPLETELY subdue them, search them, identify them, THEN investigate. it's a badly designed protocol that leads to this conflict. It's also notable you mention a court, the point is you are supposed to surrender and go to court, even if they are wrong, is why it's defunct, obviously the court will agree with mark and not the cop, the problem is the cops power to escalate it to that scenario for a random person.

@@837301 basically, the refusal to give identification is what is being considered resistance. the issue is that, there is confusion among many people when it is required to give identification, the cop doesn't need to verify that you are in fact already suspected, he can literally just cuff you. And so with normal police interactions, people are often taught to not idea, but in scenarios where cops are given 'evidence' in advance, you actually must surrender legally, and this causes conflict when people cannot tell the difference of the two scenarios. He is trying to defend his rights, and at the same time, 'resisting identification' because 'probable cause' has already been met. I'm not saying that asking why amounts to resisting, but I am directly explaining to you this is what is happening when people get tazed, they are asking why, in scenarios they are already established suspects, and this is considered resistance, as they are taken to the ground with a tazer, this exact scenario is not unique to mark.

There were 3 police officer when George Floyd was murdered. The other 2 did zero effort to prevent what happened. It's not a "few bad apples" problem, if it was, those bad apples would be weeded out, but they never are. There are no good cops. All of them are at least accomplices of misconduct, by action or omission, because every single one of them is a piece of thrash.

I always had multiple vehicles and I would go to my wife's job to retrieve items, and I got those same looks, and ppl also would call but by then I had the vehicle open and with the engine running, and avoided this from happening, compared with going around a vehicle and start pulling door handles, and not having the key... pigs will be 🐷 pigs but there's ways to avoid them bothering you....

This was a very big event that happened in our community. Bystanders filmed the altercation and posted it to social media for everyone to see. ​@@thescientistsalarian2441 there needs to be conduct established for announcing that you have been charged with 'probable cause' so that citizens attempting to act with the police normally isn't considered resistance. here I can write it for you: "Surrender yourself in the name of the United States under detainment of no proof of guilt, but suspicion thereof for identification purposes." easy. that is what the cop wants, and now the citizen understands the situation, identify myself, or be tazed until I am identified. the problem is mark sees it as a first interaction, just asking why the cop is there, and the cop views this as resistance and is already motivated by the phonecall and 'evidence' and acting on a different set of protocols after suspicion has been established. he is allowed to harass him for his ID and detain him for 48 hours, even move him to the jail cell until he does, because mark is already 'suspected', but mark himself not knowing what for, is 'escalating the situation' by asking why and resisting illegal police protocol for what he considers the first stage of the police work at the stop. the system is fundamentally defunct in this scenario, and either the phonecall needs to hold less weight towards established suspicion, or the citizens need to accept they can be detained and identified once suspected and its made clear to them they have been suspected and what to do is different in that scenario. this once happened to me in a weird situation, where i had crashed my car, and I had coke cans in the car, and one officer somehow thought this was alcohol but had said coke and the other thought it was cocaine, and I was actually in handcuffs in the police car for 3 hours, until they realized it was cocacola cans and apologized to me and let me go...basically, you are supposed to just allow yourself to be detained, and just blindy 'trust' the same person that falsely detained you to investigate properly. Or you will be tazed.

I think its very important for police officers to talk with the person they are questioning. Barking orders to someone who is confused on what is going on isn't always super useful. If the officer told the man that someone called 911 saying that you were snooping in peoples cars. He would easily be able to explain himself. But he doesn't know that. All this man knows is that a police officer approached him randomly, and asked for Identification. If the reason for confrontation was made clear, this situation would not have escalated.

It is suspicious for somebody to go into a car through multiple doors looking for something, then walking away from that car to a different vehicle. That is the context the officer should have had and he should have simply explained why he was talking to the man and this would have been over in minutes. The dispatcher may have said cars instead of car, which is a very different context and easy to clear up by talking to the lady. The officer is the only person who is responsible for the bad interaction and he should face the consequences.

The problem is that the officer approached the man arrogantly with a belief that he is guilty without taking the time to inform him of the compliant. The attitude he approaches the witness with is calm and disarming. Why couldn't Mr. Domino be approached as gently and kindly? Moreover Mr. Domino was not aggravated or agitated. He was upset, certainly, but not aggressive.

This is one of the best LE review videos I've seen addressing the deficiencies in the officer's conduct, and that by Mr. Domino, i.e., the officer's choice to resort to force first in pursuit of his investigation, as opposed to further inquiry to verify the crime he inferred was lazy and unskilled, albeit perhaps not illegal. Mr. Domino had understandable outrage at the officer's aggressive and hostile treatment of him, as though he was necessarily guilty of what was explained to him. Domino can be excused for not understanding the practical necessity for submitting to the officer's detention as the public is not taught about LE powers to detain and handcuff during that process. It was recently reported in a local paper that all charges against Domino were dropped and he received a $25,000.00 settlement payment. The City Attorney tried to justify the settlement and City's position as arising from recent politics and public concern from incidents like the death of George Floyd. The City should focus less on such excuses and look in its collective mirror to understand how dysfunctional the officer's response to the 911 call was.

@wowalinbie Well, the woman said that the man had keys "but didn't use them to anything", karen forgot that remote control of central locking is a thing. "Saw you going into cars" is also a false accusation by the officer, the lady who called the cops said all the time that the man went into ONE car and that he had keys. Easiest way for the cop to work this out would've been to check the registration plate, see the name on the SUV, then check the motorcycle, like the second cop did. Basically, the officer saw a blackman and forged the whole thing by misinterpreting that going into ONE car somehow meant many cars. Also, mind you, you cannot get into an SUV like that without keys, if you do it starts screaming bloody murder with it's alarm. + The man evidently had no crowbar or any other kind of tool to get into a locked vehicle and there was no damages to the SUV to show that locks were tampered with. As an aftermath the cop assaulted the civilian for no reason and put him into handcuffs after tasing him. The man is entitled to getting a large sum in settlement and that cop is entitled to getting fired for being worst cop of the year.

That is how police interact with black people. The witness/caller said he had three doors of the car open. The police heard three cars. The guy asked the cop numerous times to explain what he is accused of, if the cop said breaking into a car - what the car over there, that's mine. Everything would be done.
