Filipe had to fight back the urge to return the favor (Filipe was a X Green Beret) and the officers precinct investigated themselves and found that there was no need for further investigation since “no constitutional violation was violated”. They patted themselves on the back and went to their houses feeling like heroes for beating up a guy who literally got stopped because the officer had to speed up to catch up to Filipe s truck. Because it is illegal. But courts don't often actually enforce the few consequences for cops that they are supposed to, so is it really a law if it isn't enforced? Judges also have certain restrictions in what they are allowed to do, but if they ever violate those restrictions it never gets inforced either, because a council of judges has to enforce the consequences for those violations, and that almost never happens either.
