Is FSR3 tested with just the GTX4090 or also a RDNA gpu? Maybe that some reports show good framepacing without vsync and with VRR and yours don't, because the optimizations for it go into the display driver, which of course isn't there on a nvidia card? Was hoping to use FSR-FG on my 3xxx series nvidia card but it still shows up too glitchy to use from what I see here.

Best settings I’ve found is keeping $70 in my pocket and away from Ubisoft, but that’s just what my equipment is capable of.

Agreed. The best optimised setting for Ubisoft titles is to keep your money. You don't get any stutters, you bypass the insufferable fetch quests and inevitable outpost liberating.

I always found df recommended settings to be funny because like every pc is different, better title would be this is what the console settings are. But I'll watch the vid and see if I change my mind

Recommended/optimized settings are hardware agnostic. Their job is not get YOUR hardware to 60 fps or whatever, but to provide the best possible visuals to performance ratio baseline regardless of specs. You can then tailor the performance to your hardware by adjusting resolution/upscaling and further droping settings if needed based on what gives you the most performance for the least loss in visual quality.
