Aylesbury estate Public Inquiry - tenure switch questions

Southwark Council's head of regeneration (Neil Kirby) is cross-examined during the Aylesbury estate CPO public inquiry in October 2015. Mr Kirby insists that Notting Hill Housing Trust will provide social rent on the new Aylesbury, despite it having provided affordable rent at the Bermondsey Spa regeneration scheme (in breach of planning consent) and despite the Council having taken no enforcement action against the breach.
