Encampments of street people are everywhere. Some pitch tents. Others defecate on the sidewalk. Some are mentally ill and harass people.
John Stossel asks: "why does such a rich city have a huge problem with homelessness?"
One reason in that the city fails to enforce even basic laws against bad behavior.
The Daily Wire's Colton Haas filmed one woman who says: "Police don't do anything about it. They'll get somebody for drinking a beer but they'll walk right past people using a needle."
Many crimes, from shoplifting to car break-ins, are often ignored in San Francisco. An average of 85 cars are broken into every day in the city. Yet police make arrests in less than 2 percent of car break-ins.
Even some street people complain about the behavior of crazy and violent homeless people. "They run around and they shout at themselves ... They make it bad for people like us that hang out with a sign," one man who usually sleeps on the street told us.
Since store owners can't rely on city cops to deal with the masses of homeless, some hire private police to patrol around their stores. Private police are effective, and there used to be hundreds. But then the city's police union complained, and now there are fewer than 10 left.
Stossel notes that another reason for the city's homeless problem is that the city offers relatively generous benefits: free shelter, train tickets, and $70/month in cash. That's in addition to food stamps people can already get.
San Francisco's politicians have promised to fix the homeless problem for decades.
In 1982, then-mayor Dianne Feinstein bragged about creating "A thousands units right here in the Tenderloin" for the homeless.
In 2002, mayor Willie Brown said "you gotta do something about it."
In 2008, mayor Gavin Newsom said, "our combined efforts ... have already moved 6,860 human beings off the street."
In 2018, San Francisco's mayor was still calling for more money. San Francisco also passed a big new tax on employers to raise money.
But so far, the extra funding hasn't worked. The number of street people has grown most every year.
One reason is that rents in San Francisco are the highest in the nation.
Laura Foote is an activist who runs the non-profit "YIMBY" -- or "Yes In My Backyard." She tries to convince people to allow more housing. But even in liberal San Francisco, many people don't want that.
"I would hate it. I would hate it," one woman told John Stossel.
"I think it'd be really congested," said another.
Developers complain the city severely limits them.
"Let me build," says developer John Dennis. He spent years trying to get permission to replace a graffiti-covered, long-defunct meat-packing plant with nice new apartments.
He eventually got permission to develop the new building will house 60 people, but it took 4 years.
"And all that time, we're paying property taxes and we're paying for maintenance of the building," Dennis tells Stossel.
"What's your next project in San Francisco?" Stossel asks.
"No more projects in San Francisco," Dennis replies. "I'm done. I'll never do another project here."
Stossel points out the hypocrisy of the situation: "People in San Francisco often claim to be all about helping the poor. But their policies make life tougher for the poor."

Faffy Waffle Genius comparison! I have never made that connection myself. To add to it; why do pets love their owners? The constant feeding. It makes wonder in places like San Francisco if there are buses that go around on election day to collect the homeless and bus them to polling stations? I don't know, but, I wonder.

Why do we keep acting like all opportunity is right before us if we just help ourselves and work for the corporations. There isn't enough jobs and homes to keep up with the population explosion caused by capitalism. Some just decide not to perpetuate the sick system that isn't just destroying their solitary personal lives but the planet. When you say people will become dependent - they don't become independent automatically by keeping a job, etc. We are all almost entirely dependent on the capitalist system that has taken all kinds of "independent" actions away from human survival historically. It's not really a free trade system, more of a subtle slavery complex, and it is becoming more and more frail.

The reason my wife and I are leaving after renting for 35 years in the Bay area is the cost of regulations, restrictions (NIMBY"s) and the cost of permit fees. We finally bought an acre and a half of land in the mountains of a neighboring state. I bought the land, a new Travel Trailer, and have been developing the site for the past four years. Doing it all myself. Septic system, driveway, foundation and just raised our Timber Frame Cabin frame last month. ALL for less than the cost of permit fees to build a home in California. Let THAT sink in.

This hits me. I have been homeless in California; San Diego to be exact, and this is my take on it. People will talk on and on how they support helping the homeless and every single SJW topic you could think of, and then take a picture of you and tell you that you belong in prison. Or call the cops on you for sitting on a bench for too long. It is really all virtue signaling. I am glad I left and moved back to New Jersey where we don't pretend to love homeless people to look good in front of each other when we don't really care, because a lot, not all, I met a lot of decent people, but most Californians ages 30 and up have acted this way. Again, my personal experience.

Actually, San Francisco spends hundreds of millions of dollars EACH YEAR on the homeless issue. Last year ALONE, it spent about $375 million. With that kind of money, San Francisco could have fixed its homeless problem many times over. But San Francisco is not yet ready to accept or admit that it has an old-fashioned CORRUPTION problem (in a big, BIG way!). Many people skimming off the top, people in VERY high-paying jobs, overseeing departments supposedly working on the issue. A lot of hands in the bag. It's an irresistible temptation to have all that money at your disposal. And so the money gets misappropriated. I've lived here for 17 years, and I can tell you that NOT ONE DIME of those HUNDREDS OF MILLIONS of dollars per year actually REACHES the streets. The problem just gets worse and worse each and every year! Look around. Go to the homeless encampments (Shit, go to the FINANCIAL DISTRICT! Go to Union Square! Go to the Tenderloin!). Tell me if YOU see evidence of a city spending that kind of money battling the problem. Ask any homeless person on the streets of San Francisco if THEIR life has been improved by the hundreds of millions of dollars we keep (supposedly) pouring into this problem! On the ground, you're going to get some very different answers! We receive the money at the budget level, but it all gets absorbed by politicians, grifters, and middlemen (and women). There are also many overtime hours being charged by the many workers tasked with cleaning the streets, but NONE of this money is being used to actually get the homeless OFF the streets! Every year, it's the same thing: "Oh, the homeless situation in San Francisco is TERRIBLE! We MUST do something to fix it!". So we budget MORE money to combat the problem. But the more we budget, the more gets absorbed by the various forces currently absorbing these funds. It goes down the bottomless pit of homeless funding. We need someone to come in & audit where this money is going, and to get tough about fixing this issue. It's been years & years of the same thing, and NO IMPROVEMENT to the situation. There are A LOT of people making money from it, though! It's good, old-fashioned CORRUPTION, and it's alive & well in San Francisco!

I know, it's infuriating. She should know that congestion and development comes with living in a major city. I've experienced homelessness. I'm 53, I look younger than my age and have a bachelor's degree. I've never 'looked' homeless. I lost everything in a horrible divorce. Not all "homeless" are nasty, dirty or on drugs. Get over yourself.

They need to bring back flophouses, rooming houses, SRO hotels etc. When I was a student in Hawaii I paid $125-$175 for a room in a rooming house and it worked fine. No drinking no drugs no overnight guests and they wanted you to be in bed by 10 (if you were gonna be up later there were late-night coffee shops and the college library) and you had to clean the floor and kitchen and bathroom on your day of the week but it was quite affordable. These days a similar setup might be $500, give that the minimum disability payment or Social Security is almost a thou, and food stamps will take care of food money, it's quite live-able.

I lived about four hours south and went to the Fisherman's Wharf area in 2005 loved it, then again in 2018 and it was a different planet. Sad it has gone all to hell. It was a nice place, clean, friendly. The tourists get literally robbed and at best beggars, beggars and then aggressive violent beggars.

I'm Disabled, a Veteran, and have been homeless for two years. I'm not a drug addict, just lost my housing two years ago when the Apartment Complex I was living at was sold to a buyer in Toronto, who promptly notified the tenants living with Section 8 or VASH assistance was given the option to move out or pay full market value rent. I found while looking for a place to move to, that most low income housing was eliminated in this same fashion by greedy investors. I bought an old van on payments and was forced to start living in it. I did so for a year and was offered a tiny fiberglass trailer on payments. I found that the person I bought it from had mislead me on a clear title, and have had difficulty getting it registered and legal to tow. I have been stranded at a Recreation Area, above Kingman Arizona for seven months now trying to get repairs done to my van. It is no longer safe to drive, and definitely not suitable to tow my trailer. It has been a living hell, upto 128 degrees at times this summer, now dealing with freezing cold at night and heavy winds. Every time I try to get some repairs made, something comes up. I bought a used generator which failed in a couple weeks, had to buy another one, then my emotional support dog Archie was badly bitten and required veterinary care, my air conditioning compressor failed in my Van, I cut my knuckle to the bone and ligaments on some glass discarding some trash which resulted in an Emergency Room Visit. I have been trying to get help, and have not much success. I was accepted for Rapid Rehousing through the Catholic Charities, but gave searched all over Mohave County but found I cannot afford an apartment on my disability income. I am now in a panic as I was notified by the Catholic Charities Caseworker handling my information, had their computer stolen and now my personal information has been compromised. I am on a waiting list for Section 8, basically started over. I did not choose to be in this homeless situation, and have been doing my best to deal with everything I have experienced the past 2 years. I had to literally give everything I owned away when I lost my apartment EVERYTHING!, I did try and keep my many tools, but those to were lost by a "friend" who was going but keep them until I get settled, but would never respond to my calls or texts. I am absolutely sick of my life. I don't live anymore, I merely exist, and it's not much of an existence. I have not showered in nearly 8 months, and haven't bathed in over two years since loosing my apartment. I have reached out to every VA organization or service center for help, but am ineligible. I served 6 years in The Air National Guard, and was honorably discharged, but still don't meet the requirements as I was on active duty for well over a year with Avionics Technical School, and was activated during Desert Storm, but could not deploy with my unit, as I was a 3 level technician straight out of school. I have no family for support, no friends, only a few people I have met while being homeless. I have had a fellow vet brings some water bottles and food items several months back, and just today was handed $2, I politely refused but they insisted. I cannot afford to go anywhere again until I am paid in a few days, but still nice to have $3 instead of the single dollar bill I had in my wallet. I don't see how I can ever get out of my situation as my limited income doesn't suffice.

Omg! I'm so sorry this is happening to you! I have no answers to your situation, damn shame our vets are treated like this. All I can offer is a kind word, you're worthy! I was homeless as a kid n teenager but it was easier as I could sneak into places unseen. Oh wow I hear your struggle..if you can get to northern states like PA there is cheaper housing in the old small coal mining towns. Warm wishes!!

Well not for the people who own the housing stock actually that's the whole point. Artificial shortage of housing drives up property values and keeps away the poor (and the blacks). If you are a selfish jerk and you're smart, the smartest thing to do is to disguise yourself as one of the 'good people' (aka democrats). Much harder being a libertarian, as having economic freedom means you'll have neighborhoods that actually have racial and social diversity because the poor will be able to live next to the rich in the absence of arbitrary laws to prevent developers from building cheap housing. Libertarians are the real progressives

Libertarians want personal responsibility with very little government interference and it is the government and it's policies that have actually caused this problem. It's not just in San Francisco that this is happening but all along the entire West Coast. Yes, libertarians want less government but it is more government and unsustainable laws that have forced people into this condition. California Oregon and Washington have some of the highest taxes in the nation and for those people who have simple lifestyles and simple jobs, can't compete in the housing market. Throwing money at a problem has never been the solution but that's what the Democrats believe. Regulations have been the cause I'm so many issues that it stifles growth and advancement. That empty meat packing place would have been perfect for building livable quarters with minimal expense but the regulations in that city has too much red tape. This is a Democrat problem and it will never be solved until the people vote them out.

I like going to Fisherman's Wharf and the Golden Gate Bridge but those are the only two places I'd visit in San Francisco. The streets are dirty, filled with homeless bums, and filth. It's getting worse every year. I would just rather hang out in Pacifica or Half Moon Bay.

You can't force people do live a certain way. That is wrong! They like not having responsibility, they have gotten too comfortable with their situation. We can't just house them all for free while they continue to do drugs and live immoral lifestyles. Housing and social services is a band aid to the real problem, which is drugs! You either want to live in a house, have a job pay bills and all the responsibility or you don't. The problem is drugs not lack of housing! Lack of housing isn't the problem. I've interacted with many of the homeless when I lived in the Bay Area. They WANT to live like that - just 'hanging out' while doing and selling drugs all day, occasionally collecting a hundred bucks while sloppily playing a guitar, sitting on the sidewalk next to a dog for a few hours. It's a 'lifestyle' that is allowed by the weird sort of generosity of the Bay Area. I mean weird because allowing people to live like this is bad for THEM and for the public as well, yet they keep allowing it.

@Xi Xu It's not illegal to secede. When a state leaves the union they are not bound by the Constitution's restrictions on what it can and cannot do. They entered freely into the union and have every right to withdraw. Men are not slaves and neither are states. The only issues to negotiate are matters of debts and territory. Likely the state would cede some of its territory in negotiations.

Actually, most of the homeless people, to a greater or lesser extent, have mental health issues. The government really needs to permanently commit them to a mental asylum, but both Federal and California Law makes that extremely difficult.

I was homeless but not to the stage that those people were. Most of the people who were like me living out of a vehicle wanted to get work but just couldn't find it. The few I knew with mental health issues would treat the local institution as a shower, meal and warm bed for a couple of nights.

No. They prefer to keep their low density neighborhoods, because high density result in over crowded areas. However, they forgot that in order for a city to be successful, it must grow. So that means growing up. And homeless people are never factored in any of their thoughts when they are talking about other subjects.

Reasontv did a great video about how an infill apartment complex proposal was held up for years due to protests, lawsuits, and procedural and regulatory hurdles. Big surprise housing is insanely expensive and even people with a full time job live in a van or shelter.

My great uncle would feed gypsys that would come from time to time but he had them move a few cords of wood from one side of the house to the other..... he only kept that pile of wood for people who wanted food so he could give them work they couldn't really mess up.

I went to L.A down to skidrow and they have people out there helping and feeding them and they even offer to pay their rent for 2 years but they have to stay clean and off drugs, there is free help but they don't want it, nothing really you can do, even if you gave them all a house they will still go back out to the streets because they got evicted for drugs or because they went back to jail. I wish I could help them but they have to accept the help they need in order to get the help they want.

When my wife and I visited Austin this past year I stopped at a gas station to get a Coke. As there were several homeless people around the building my wife stayed in the car. The gas station was not in a bad area but was right near one of the major routes through the city. There were homeless people sitting right outside of the door asking for money. I told the store owner that going through a gauntlet of homeless was probably not helping his business. He told me that the police will do nothing to help him. He then showed me a security cam video of a homeless person throwing a drink at a car at his store. It is sad that when people are finally moving back to out cities that they have to put up with this nonsense.

Myrtle Beach for years was refusing to allow hotel and restaurant entrepreneurs and other investors build in myltiple empty lots or abandoned old properties because they were holding out for the legalization of gambling in the area so they could build a casino hotel complex. Needless to say that hasn't happened and years of potentially revitalizing entrepreneurship and investment were squandered over a political pipe dream. And it's still going on. The city holding out hope for a big political score to help casinos - that I'm sure in no way have any ties to their campaign finances - get to Myrtle Beach. All the while ignoring obvious opportunities for the city by trying to reserve a seat for these big money guys who may never show up. It's mind blowing.

4:38 - how would a big ass building like that only house 60 people? If such a seemingly large structure would only take 60 people off the streets, you would need so many new buildings around the city to even make a dent in there ever growing homeless population.
