Oh haha that's my steam nickname. In BG3, if you play co-op, your friends can vote which dialogue to go with if they're watching the scene with you. But this is a solo game, so I guess the bug is, the interaction is treating me like I'm playing with another person? Edit: And if you do play co-op and reach this scene, you can only fight the fish or walk away, other options are empty.

Yup, I had to quick load back twice (One more time cause I tried it again to see if it was just a sync glitch). I can't play on this character any more than this cause I really want my army of fish lol.

They have not been able yet, apparently, to fix this... I had the same problem happening yesterday. I would suspect that this quest has not been finished yet. Although I am wondering what it will be like once it is done.

As he raises each one, have it fast travel to the area you want it to end up in, before raising the next one. Where are the Kua-toa? I thought I had explored all of the underdark in my initial playthrough but I guess not

They are near the sulfur pits, there’s a ladder leading down next to some stepping stones that leads to a skeleton with a helmet.
