The only real things Barbara beats Gwen in is tactics and strategy, but it's not like Gwen is an average intellect fighter or is lacking much compared to Barbara. She's actually very close to Peter's intelligence, and Barbara doesn't scale close to Bruce the way Gwen does to Peter.
