It's interesting how Tim Burton and Danny Elfman weren't fans of using Prince's music in the Batman movie. For this scene, it fits well. The city of Gotham is putting their trust in the Joker for getting all the money they want and forget that he is the cause of many deaths due to the Smylex products. Little do they know that they're in real danger.

Best scene in the whole damn film. What made it great was both the surprise and absurdity of it all, that was played straight, Only jack nichollson could have pulled this off and he did spectacularly. Plus the prince song was just perfect. Nicholson looks like he's having a blast and burton I imagine was tweaking a nipple behind camera directing it at all. Just brilliant.

This scene is kind of genius if you think about it - you see these goofy floats bopping down the street to some upbeat 90s-era Prince music and it takes you off-guard. But then the gas gets released and suddenly the mood turns sinister in a second... and you get a real feel for just how twisted and messed up the Joker actually is.
