Freeze isn't inherently malicious or evil. Deep down he's a good man who only wants to save his wife. Bruce has tried to help him do so more than once. So they have a strong mutual respect for each other, they only really fight when Bruce has to stop Victor from going too far in his efforts to save Nora. Just look at his final moments in Batman Beyond, when Terry (the new Batman) is trying to save him and convince him to escape form the building they're in (as it's collapsing) with the line: *"You gotta get out of here, Fries! The whole place is gonna go!"* Victor reacts by telling him: *"Believe me, you're the only one who cares."* And then in his last act before his death, Victor creates a wall of ice to separate himself from Terry so that Terry will have no choice but to leave him behind and save himself. If Victor is actively trying to kill someone, then chances are that they either directly attacked Victor or Nora, or in some way tried to sabotage/prevent him from finding a way to save Nora. In most cases if you just stay out of his way, Victor will leave you alone. He's someone you can actually reason with, at least most of the time.
