I've been to Tibet every year for thirty years. Religious freedom has grown equally with Tibet's development, and it's a shame that HHDL and Karmapa can't participate because of their own decisions, so yes, they have been marginalized. However, Tibet has thousands of great lamas so HHDL and Karmapa is not that necessary anyway.
