It's really nothing new. The idea of scanning natural environments and uploading the scans into computers is indeed very old. Watch John Carmack's seminars on computer graphics history. What is happening is that finally scans are becoming more ubiquitous and the processing power of computers has also increased a lot, but there aren't any big technological advances in the way things are rendered (that's why in the video the narrator says there is no ray tracing). It's more like an advance in art style, but this new "art style" is produced more from real-world measurements rather than from artists trying to draw/model photorealistic objects. Games with stylized textures and geometry benefit much less from this kind of thing and will remain virtually unchanged by these new scan libraries.

lemmonsinmyeyes you can do this now with UE4. Its just 8k textures and the quixel models. Literally any asset using 8k textures will look this good. Setting up the lighting can be hard but it gets easy after practice

Even the best tool will be impossible to use to someone who has no experience. This is easy to use as far as the industry is concerned. If you are working in the industry, you will have a basic set of skills that are prerequisites. Nothing is easy if you have 0 experience if you want to go that route.

You'd be surprised how easy the process can be, but the equipment required can be expensive if you want to do it properly. Think multiple high resolution/high dynamic range cameras placed in a dome configuration engolfed by white material and synchronized flash. Software wise, mostly open source.

Todd Howard has on many occasions gone on record stating the exact opposite of your claim, in-fact merely weeks before the reveal of Fallout 76 he went on a podcast confirming that Elder Scrolls VI will be using a brand new engine but one of those projects there were working on currently is using the same engine which would've been Fallout 76 given the timing. As a young RT 3d guy, who fancied himself a 3d Environment Artist and modeler ( & became one), I always knew the day would come when software applications, hardware solutions and technologies would replace many of the skill-sets and job roles I aspired to master. We're not there yet and our skill-sets have morphed many time over since those early 3dsMax2.5 days but I still have no doubt that one day ( sooner then we think), this will be the case.

Well this is just a demonstration of what could possibly be in the future. Right now we have more computing power in our phones than the fastest super computer 20 years ago. In 20 years a 1080ti will be completely obsolete. So we could have a game like this... in 20 years or so

It looked beautiful as a deliberately shot video. As soon as he entered the level as a player character, the scene looked flat and low-res, missing good effects and tiny details on the whole. Dynamic lighting and photogrammetry go only so far.

photorealism is easy if you are using megatexture without any light computation, trees, and other real-world objects

Exactly. There's no reflection, effects and much physics going on either. Reflection is known for fps killer as shown with RTX, effects and on-going physics kills your CPU. This is just 1 rock moving when you touch it. There is only 1 light source, no transparent textures... nothing. Of course, it looks good. Any mid range GPU can pull 30fps+ with this level of graphics. Plus, it's not even realistic. It's just photorealistic, which is filled with fake uncanny looking effects. I mean, no hate on the progress, but it's not too surprising considering something like the PS4 can render New York in Spider-Man so well with a shit ton of people walking around. A 1080Ti is at least 6x more powerful than the PS4 GPU wise, this is not too impressive.
