Crude bundle came with Mcshay pack 4. Hostile Takeover Bundle came with the mod pack and Mcshay pack 3... so what am I missing?

@@KevKild a week or two ago according to random people. can only buy as gift, i only have the game and 2 dlcs bought years ago. someone suggested deleting the game and whatever dlcs you have from your steam account and buying it, but it doesn't work. though it's possible to restore the deleted items through steam support.
