(You can but don't need to) It's not all that common an occurance, but you certainly see it in printed text. Semi colons and colons can also help to seperate quotes within quotes which is useful in sans serif fonts for smaller quotations. Michael's white board for example: ""You miss 100% of the shots you don't take" - Wayne Gretzky" I'm quite sure that unless you're writing an essay for school that you can quote whichever way you like as long as there are the same number of opening quotation marks as their are closing ones.
