It's one of the things that got weirdly downplayed in the movies. In Winter Soldier, Mackie just decides "I'm gong to play Sam like he's crushing on Nat." And then they spend some time as mutual friends of Steve prior to Age of Ultron. Then Nat's actually a pseudo trainer for the new Avengers, which includes Sam. And then... Nat visits Steve after Peggy's funeral so that he's not "alone", completely forgetting Sam, who was sitting next to Steve *throughout* the funeral. But then they spend some time on the run together as Secret Avengers... and then they take turns being dead.
