Innocuous and benign are correct because it says that the government approved the plan but an external environment org didn't, so that means the plan is not good for the environment. Therefore we can assume that the pump activity was reduced to an almost useless level

Yeah…I agree. Environmental groups have the proclivity to go against environmentally harmful policies hence innocuous and benign are the correct answers

Benign and innocuous are the most appropriate. The existence of the word SAVE in the sentence insinuates the existence of some sort of danger or risk in some way. There prompting for an answer that is synonymous with not risky,not dangerous or simply harmless

About the pump level reduction to BENIGN level, i guess the catch is people thought they will be harmless to environment but faced opposition as it was harmful to environmental group.
