One thing most people don't understand is that the electrical wave wnergy actually exists OUTSIDE the wire (on the surface) because of the same reasons that a Vandergraft Sphere. With the electo-magnetic traveling outside the wire, thiz is one of the reasons s aling down CPU chips becomes impossible -- as exterior waves beside each ormther actually interfere with eact other. It is considered the Qunatum Limit for circuits. However light generally doesn't interact with other light and can be kept within the constraints of a glass fiber.
