No, most NPCs will demand a gift if their approval is low. I assume in this instance she is an NPC and not a companion.

@@TheTurophile oh no this is not a mod. As Damo said, most NPCs will demand a gift at low approval. Somehow in this case the game recognizes Minty as an NPC, not a companion :') Even tho I recruited her
