The situation was pretty clear though. The most powerful captains in the family didn't like Doc's leadership, but Phil didn't want the spot. When Doc orders Gerry murdered Phil changes his mind and the captains support it. From there all Phil had to do was make the order and it was done with no fallout because the captains like Phil better.

I believe that little Carmine fooled everyone into thinking he was stupid but played it all out the way he wanted and in the end after Phil's deaths had Tony whacked in the last episode so he could take over the whole lot

I think little Carmine was genuine in wanting less authority. Playing dumb is a way to not get a target on his back, or to have supporters bolster him and obligate him into a position of power, like what happened with the other boy king Tony. I think its Patsy who wins in the end, he takes control of Jersey
