Part of Sil's job is handling complaints. He's like a HR director for a corporation . Sil has the authority to tell Tony he's being an idiot. The captains don't. So they go through Sil. This is part of why he was so miserable when he was in charge. He was used to listening to disputes but not dealing with them.
