Well most of them are death row inmates. Which makes sense as they are condemned to die anyways and aren’t extremely sympathetic characters. But bear in mind getting condemned to death doesn’t guarantee the SCP Foundation will take interest.

@@dcraw9799 well there are some stories about people from other departments who get “demoted” to D class after they f*ck something up… but they have to REALLY f*ck up, as in a catastrophic event with much death and chaos! Plus they have all these anomalies some involving alternate dimensions and technology we aren’t prepared for so maybe some of them are people that fell in from alternate dimensions… people that technically shouldn’t exist, and maybe even some copies/clones of other D class.

Okay I did I learned a bit more about what 378 was used for with GOI as the UIU aren't really a threat to the foundation as a GOI, even during the Cold War. In fact I actually got SCP Explain Animation for thanks on clearing it up. 378 wasn't used on a member of the UIU. There was another group of interest that use to base in the US known as the American Secure Containment Initiative that once was thought to be predocessors to the SCP-Foundation before the foundation formed as a separate group but stayed active until the 1950s when SCP took it down and what remains joined the foundation with the help of SCP-378. Sorry to be a rainer of someone's parade, but anyone that knows about the UIU would find it odd the foundation saw them as a threat and even laugh at the idea as the UIU are often the jokes among the group of interest. I think you're misunderstanding: just because the Foundation isn't an enemy of the UIU doesn't mean that they won't kill off one of their Agents if it would be beneficial to them. After all, the Foundation isn't a saint, it's a cold organization that prioritizes the benefits of every action unless the harm is in excess of said benefit.
