On this day, here we have #fukoneill Sgt Bryan Oneill of the Denver PD and his sidekick ride along, Craig Arfsten, harassing the homeless. Oneill is BLATANTLY violating ride along department policies, and procedures. The ride along was not approved by command staff per policy. Arfsten has been receiving multiple opportunities to be escorted by the police to go out and collect personal information on the homeless and advocates while coordinating police contact for others that have subscribed to his advocacy to do so. All violations of dept. policy. Arfsten runs an organization called safe n clean Denver, commonly known as Safe to Hate Denver. He coordinates with businesses and others to use force on the homeless.
I filed a complaint with Denver’s office of the independent monitor, and the Denver Police Department internal affairs commander has decided that oil and stroke continues to be their mission for their rabid swine. (See response below)
On this particular day, after this interaction, I ran into these two: • A VERY DEFENSIVE Denve...
From that day forward ^^, ONEILL has been determined to ABUSE his position in retaliatory arrests.
Denver PD and Denver’s Dept. of public safety fully supports his mission.
This same rabid swine is a longstanding member of his own crime family, laughs about a guy surviving after shooting him in the face while receiving a medal of valor award for his actions, has undermined IA investigations and has free reign on the public to shoot n kill with impunity. Oneill is also VP of the Denvers police union.
The city and their prosecution teams encourage, coordinate with and support these actions in totality while simultaneously whining about not having enough cops to fight violent crime in Denver.

More than 7 1/2 months after filing my complaint, I received this response:
Dear Ms. Benson,
This complaint was received by the Denver Police Department Internal Affairs Unit and assigned
to Sergeant Campion for further investigation. You made several allegations against Sergeant
Bryan O'Neill and his civilian rider regarding your interaction with them on May 23, 2023. You
specifically stated, Sergeant O’Neill did not adhere to the ride-along procedures, and he
encouraged his rider to harass you and the homeless folks they were contacting.
This case has been investigated and based on the following facts, has been closed for further
discipline review.
• Sergeant O'Neill was equipped with a body-worn camera (BWC) and activated it
throughout your encounters with him. A review of this BWC and the video footage
you supplied showed no instances of police misconduct.
• Part of Sgt. O'Neil's responsibilities are engagement and outreach to those struggling
with housing. In this instance Sergeant O’Neill was offering assistance, resources and
information to those struggling with housing.
• Prior to the ride-along, a criminal background check was conducted, the proper
paperwork was filled out, and the ride-along was authorized by the District 3 command.
• The actions of the rider have been communicated to the District Commander and
discussed with Sergeant O'Neil.
• Based on the Internal Affairs Unit investigation, there is not a preponderance of evidence
to support your allegations against the involved officer or to substantiate they violated
department policy.
Sincerely,
Steve Addison
