Just quantize the rotation from the fields. Quantizing would be more easier and tweakable. You don't need to write a formula for this.

@@thepixellab2011 Here is a tutorial I recorded for Turkish users. In the video, with a simple plain effector I triggered the clones with simple particles. With a similar technique you can use both random field and quantize modifier in Plain effector's fields properties.
