തൊള്ളായിരത്തി അമ്പതുകളിൽ നിന്ന് തുടങ്ങി 2014 വരെയുള്ള കാലയളവിൽ അഫ്ഗാനിസ്ഥാൻ പാകിസ്ഥാൻ ബംഗ്ലാദേശ് എന്നീ രാജ്യങ്ങളിൽ നിന്ന് മതപീഡനം കാരണം ഇന്ത്യയിലേക്ക് ഓടിപ്പോന്ന ഏതാണ്ട് 30000 പേർക്ക് മാത്രം ബാധകമാവുന്ന ഒരു ഭേദഗതി യാണ് ഇത്. സർക്കാരിൻറെ കയ്യിൽ വളരെ കൃത്യമായ പേരുവിവരങ്ങൾ ഉള്ള ഇത്രയും പേരൊഴികെ വേറെ ആർക്കും ഈ നിയമം ബാധകമല്ല. അയ്യഞ്ചു വർഷം കൂടുമ്പോൾ സർക്കാർ കാലാവധി നീട്ടി കൊടുക്കുന്ന ഒരു പെർമിറ്റിൻറെ ബലത്തിൽ ഇന്ത്യയിൽ മറ്റു യാതൊരു ആനുകൂല്യങ്ങളും ഇല്ലാതെ ജീവിക്കുന്നവരാണ് ഇവർ. ഏതു രാജ്യത്തു നിന്നും ഏതു മതത്തിൽ പെട്ട ആളായാലും പൗരത്വം ലഭിക്കണമെങ്കിൽ മിനിമം 12 വർഷം ഇന്ത്യയിൽ കഴിഞ്ഞിരിക്കണം എന്ന നിബന്ധന ഇക്കൂട്ടർക്ക് അഞ്ച് വർഷമായി ചുരുക്കി കൊടക്കുക മാത്രമാണ് ഈ ഭേദഗതി കൊണ്ട് ഉദ്ദേശിച്ചിട്ടുള്ളത്. ഈ പറഞ്ഞ മൂന്നു രാജ്യങ്ങളിൽ നിന്നോ ലോകത്തിൻറെ ഏത് കോണിൽ നിന്നും ഇന്ത്യയിലേക്ക് കുടിയേറാൻ ഉദ്ദേശിക്കുന്ന ഏതൊരു വ്യക്തിക്കും ജാതിമതഭേദമെന്യേ നിയമപരമായി പൗരത്വ ത്തി നുള്ള അപേക്ഷ നൽകാവുന്നതാണ്. 2014 ന് ശേഷം ഇന്ത്യയിലേക്ക് കടന്നു വന്ന ഈ പറഞ്ഞ മൂന്നു രാജ്യങ്ങളിൽനിന്നുള്ള ഏതൊരു പൗരനും, ഹിന്ദുവായാലും മുസ്ലിമായാലും, ഈ ഭേദഗതിയുടെ ആനുകൂല്യം ലഭിക്കുകയില്ല. അവർക്ക് ഇന്ത്യയിൽ 12 വർഷം താമസിച്ച് പൗരത്വത്തിന് അപേക്ഷിക്കാവുന്നതാണ്. നിയമപരമായി പൗരത്വം നേടാൻ ഏതു രാജ്യത്തു നിന്ന് ആയാലും ഏതു മതത്തിൽ പെട്ട ആളായാലും ഇന്നത്തെ നിയമം ഇവർക്ക് യാതൊരു വിധത്തിൽ പെട്ട വിലക്കും ഏർപ്പെടുത്തിയിട്ടില്ല. ഇനി പാക്കിസ്ഥാനിലെ മത പീഡനത്തിന് ഇരയായ മറ്റു പൗരന്മാരുടെ കാര്യമെടുക്കുക. ഈ പറഞ്ഞ ഇസ്ലാമിക രാജ്യങ്ങൾ തങ്ങളുടെ മുസ്ലിം പൗരന്മാരെ മതപരമായി പീഡിപ്പിക്കുന്നു എന്ന് നമുക്ക് പറയാൻ പറ്റില്ലല്ലോ. അഹമ്മദീയ മുസ്ലിംകൾ മുസ്ലീങ്ങൾ അല്ല എന്ന് പാകിസ്ഥാൻ പറഞ്ഞാൽ ആണ് എന്നോ അല്ല എന്നോ ഇന്ത്യയ്ക്ക് പറയാൻ കഴിയില്ല. എന്നിരുന്നാലും മതപരമായ അല്ലെങ്കിൽ മറ്റു വല്ല വിധേനയുള്ള പീഡനം കാരണം ഇന്ത്യയിലേക്ക് കുടിയേറി വന്ന മുസ്ലീങ്ങൾക്ക് ഇന്ത്യ പൗരത്വത്തം നല്കിയിട്ട്മുണ്ട്. ഈ ഭേദഗതി അതിന് ഒരു തടസ്സവും അല്ല. ഇനി എൻആർസി എന്നു പറയുന്നത് അസമിലെ പ്രത്യേക സാഹചര്യം കണക്കിലെടുത്ത് അന്നത്തെ കോൺഗ്രസ് ഗവൺമെൻറ് ഉണ്ടാക്കി വച്ചതാണ്. ഇതുപോലൊരു നിയമം ഇന്ത്യയിൽ ബാക്കി സംസ്ഥാനങ്ങളിൽ നടപ്പിലാക്കാൻ തീരുമാനിച്ചാൽ എങ്ങനെയാണ് ചെയ്യേണ്ടത് എന്നും എപ്പോഴാണ് നടപ്പിലാക്കേണ്ടത് എന്നും എന്തൊക്കെ രേഖകളാണ് വേണ്ടത് ഒന്നും ഇതുവരെ തീരുമാനമായിട്ടില്ല എന്നാണ് അറിയാൻ കഴിഞ്ഞത്. വരാനിരിക്കുന്ന ഒരു നിയമത്തെപ്പറ്റി ഇപ്പോൾ ചർച്ച ചെയ്യാൻ പറ്റില്ലല്ലോ. എൻപിആർ ഒരു വെറും കണക്കെടുപ്പാണ്. അതിൽ പൗരത്വം നൽകാനോ നിഷേധിക്കാനോ ഉള്ള യാതൊരു വകുപ്പും എം പി ആർ ചട്ടങ്ങളിൽ ഇല്ല. ഒരു പത്രപ്രവർത്തകയന്ന നിലയ്ക്ക് ഈ അവതാരികക്ക് ഇക്കാരിയങ്ങളത്രയും വാസ്തവം ആണോ അല്ലയോ എന്ന് അന്വേഷിച്ചു കണ്ടുപിടിക്കാൻ വലിയ ബുദ്ധിമുട്ട് ഉണ്ടാകും എന്ന് തോന്നുന്നില്ല.

NRC will come but the qualification criteria should be reasonable to all. 7. Government just said it didn't discussed about the pan India NRC guidelines and qualifying criteria. Assam specific NRC documents can't be applied there 8. Yes BJP government brought NRC clause to CA in 2003 due to the Kargil war commite"s recommendation that all Indians need an identity card to set them apart from infiltrate. Congress started it process by compiling first NPR and but later worked on Aadhar only. Assam's first NRC was done in 1951 which didn't succeeded because of open borders, then signed Assam Accord. Its true that Congress didn't want to implement NRC in Assam as their core voters are Bangladeshi Muslims. The NRC which is going on in Assam is supreme Court monitored, BJP has no role in it. 10. India has all rights to know who is her citizens. NPR collects data of person who is staying in that place for 6 months and wishes to stay there more the 6 months and its voluntary. If you're not a illegal person you won't have any difficulty in revealing your details. Yellowrama will cry foul when the 40 lakh Bangladeshis working here will ond day register as voters in Kerala as voters and their chirstian sure seats will lose.
