The guy is capable of absolutely beating one of the strongest characters in the verse with only a little magic support. Guys literally so strong that giving him even basic magic would let him beat any none servant character and several actual servant characters while still being human.

Superman may have trounced Captain Adam at Cadmus, but you could absolutely tell the Red Sun Radiation was taking its toll. Superman also had to hold back on top of it to not risk rupturing the energy shell Captain Atom exists as. Rupture the shell, automatic nuclear blast. Superman won, but he definitely did not have a one sided fight.

The thing is, Captain Atom is too powerful for most writers. Captain Atom is the "bigger fish". He can keep up with speed force Barry Allen, and even remove his speed force. He can out transmute Firestorm. Hit almost as hard as Superman. He is also resistant against magic. Even if you "kill" him, he'll eventually reform. Might take a millenia but he'll eventually be back. Because of this, writers usually just have him defeated early on to get him out of the story and to show how powerful the villain is. Lastly, for anyone wondering, it was recently stated that he is indeed more powerful than Superman.

The JL only exists because Batman made it; out of comics, Batman comics were struggling so they tweaked him up with other struggling characters and made the JL. Batman is the only one to recover and make himself a pillar in comics, both figuratively in comics and literally outside of comics. What was upsetting was that Captain Atom was originally supposed to be hyped up as the villain Monarch, a villain from the future that was so powerful he was able to solo the entire Justice League when he was first introduced. The problem with the run, was that Monarch's identity was supposed to be a big reveal but readers already suspected that it was going to be Captain Atom because of his powers and everything. DC panicked because they wanted the reveal to be big and changed Monarch's identity from Captain Atom to Hawk. You know, the red bird guy.

The main reason that the DC Comics era of Captain Atom is so underrated by people mostly boils down to the writers half the time forgetting the characterization they gave him. Originally he was a government agent with a fake cover story as a superhero to be used as a mole for the US government in the Justice League, in order to make sure the superheroes always acted in the country’s best interests. However the Good Captain was such a genuinely nice and helpful guy that he just became a superhero for real and made it perfectly clear he would side with the Justice League if it was the moral choice. Unfortunately half the writers of him at DC instead use him as a bootlicker of the government and resident strawman military hardass. Then the adaptations almost always just make him nuclear powered, when his comics version is instead quantum powered with the nuclear radiation just a byproduct. The adaptations also leave out the fact that even without his powers he is canonically equal to Batman in terms of fighting ability (plus he manages to go equal with Batman without fighting anywhere near as dirty as Bats does).

To me, Captain Atom is the go to example of a superhero whose personality traits are his biggest weakness instead of something like kryptonite. The guy was a war vet and long standing member of the military before he got his powers and takes that mindest into being a superhero. That includes always following orders, even when he should know he's on the wrong side (like when lex luthor was president, made superman and batman fugitives and ordered him to hunt them down).
