Prior to Magnus making the first move we seen in this video, b3, I loaded that position into Stockfish. It has white with a very, very slight advantage, +0.17. It's roughly an equal position. Stockfish's third choice is the move Magnus made, b3. That leads to complete equality, 0.00. Stockfish thinks he should've played Rab3, moving his rook in *front* of his b-pawn. Still, it is roughly equal. There is no "winning" move.

black's winning chances relied on those 2 pawns promoting. magnus' sole defensive idea is to stop that. in the last position the black king was too far away to defend e4, so magnus took with the rook and eventually the other pawn will fall as well, which leaves only kings and Rook vs bishop which is a theoretical draw

Magnus took the e4 pawn, so black was left with a pawn, a bishop with king, while white had a rook with the king. The game could go on forever and neither side could not have mated the other, hence it ended in a draw.

after 1.b4, black can play 1...Rxb4 or 1...Bxb4. (1...Bxb4 2.Rb3 Re5+ ...and then black can safe his bishop). However, the resulting endgame is still a draw. Maybe Duda wanted to keep it a bit more complicated, thinking he can not lose this but has a little time advantage. With more material on the board he has more tactics available. I would have captured on b4, but I guess black has sufficient compensation if he does not capture on b4. (there are potential tactics in the air like at some point ...Rb2+ Rd2 RxR KxR Bxf2 possible with keeping more material on the board). Difficult decision, and it cost Duda quite some time.
