But Vegeta did not regress in terms of his character at all in DBS. The Moro Arc especially shows this when Vegeta saves a Namekian child from Moro and shows Vegeta is remorseful for his past actions.

In GT he’s gone full Earthling but it also looks like Earthling attire in the “shape” of his form Saiyan battle armor. He even cuts his hair (and mustache) which does pretty look good (but varies depending on the angle and artstyle). He even calls himself an Earthling with a Saiyan’s pride, fully completing his transformation.

I love his armorless design, but part of the reason he was armorless in the Buu Arc, and I think people forget this, is that they were fighting in the World Martial Arts tournament where Armor and protective gear wasn't allowed. I do think it's not the main reason, that being a physical example of character growth, but it could be a good one as to why he went back to wearing it in Super.

The reason Vegeta isn't wearing armor during the Majin Buu conflict is cause the World Tournament rules forbid the use of armor, so he had to make do with his boots, gloves, and the sleeveless under armor spandex! By the time Shin showed up and explained about Babidi, Vegeta had to make do with the clothes he had, which is why he doesn't wear armor throughout the conflict with Buu, as when he dies his clothes are restored with his body by King Yemma so he can be temporarily resurrected by Baba to join the fight against Super Buu and subsequently Kid Buu! It's pretty telling that in DBS, he goes back to wearing his standard battle armor (in Yo, Son Goku, and his Friends! when he wears his armor to Mr. Satan' hotel opening, he even claims that Saiyan Battle Armor is considered formal attire) only wearing Earthling clothing when out with his family (he even wears a suit when attending the inventor award during the Dr. Slump crossover) and in the anime during the period he was waiting for Bulla to be born!
