I traveled to Lower Manhattan , Central Park , Battery Park , Village all the time from the late 60's to the early 70's from Staten island and never had any problems with anyone . I used to ride the ferry over to Battery park at night with my Girlfriend with no worries at all. I wouldn't walk around some parts of New York tho..I left Staten Island in 1976 and moved to the Eastern end of Long Island which was a whole different world....Now NYC is a freakin' nightmare....

Because major city offiicials need residences to host city business (political) parties at taxpayer expense. For example, officials from other countries may come to visit NYC with trade deals, so the mayor will host a party and invite them. Despite reducing student visas by 40%, Canada still has a massive issue of foreign "students" coming here and then disappearing, never attending their classes. While struggling as a domestic student, I had to wait in line at financial aid behind two foreign students asking for full refunds on their programs, receiving hundreds of dollars in cash, then leaving the college. Likely to travel to New York or British Columbia. It's insane. There is definitely information in foreign countries instructing people how to get to New York for free asylum/money and a lot do come through Canada exploiting the student visa program.
