Made my last visit 2 weeks ago. Witnessed an elderly cab driver being assaulted by a young man who was with a group hanging out on mopeds. Also witnessed a young homeless woman with her hand in her pants, and a man openly peeing in the street. I felt guilty going there for entertainment when the city and people are suffering. NEVER going back.

What is an "illegal scooter"? Certified stolen? Contraband import? Do they actually require to register scooters? bicycles? shoes? I have no idea, I live in a country with no registration and no special driving licence required (any car or truck license is good for mopeds). 100 years ago there was mandatory registration for bicycles, but it was the time when a bicycle was deemed a valuable military asset... they didn't work well against the panzers, and the whole registration idea was canceled.
