as a floridian, this looks like a low end cat 1 with high gusts. The scale used for hurricanes goes by sustained winds, not gusts, so that is why. The overall impact looks more like a high end cat 1 to low end cat 2. Just so you know, any hurricane is bad if you get in the core, even a cat 1. I think the cedar rapids derecho was kind of like an inland cat 2 impact wise. If it was a hurricane it would probably have been rated a cat 1 due to the way the scale works, but some of the damage was pretty bad.
